Historical Burdens and Interest-Based Cooperation in Neighbourhood Policy

The panel discussion examines under what conditions cooperation can become a rational, interest-based choice in regions burdened by historical conflicts. Using Hungarian–Serbian relations as a case study, and comparing them with other Western Balkan examples, we seek to explore which political, economic, and geopolitical factors can facilitate the development of stable and predictable relations between neighbouring states. The aim of the discussion is to interpret patterns of regional cooperation from both historical and strategic perspectives.
