Generally speaking, the protection of and dealing with national minorities can be achieved in three ways: on a multilateral, a bilateral and a domestic level. The multilateral scope includes the activity of international bodies, often urged by several states devoted to the issue. At the domestic level, countries can secure rights for national minorities living on their territory based on their approach concerning them. The present paper1, however, examines the bilateral scope of cooperation in favor of national minorities which can be achieved through bilateral treaties, agreements and institutionally, in case of Hungary and its neighboring countries, through the work of joint minority committees.
