Decentralizing the MFF – Alternative Proposals on the EU’s 7-Year Budget

In the early Multiannual Financial Frameworks (MFFs), Jacques Delors’ vision was to balance the needs of the Member States with those of the European Commission. The aim was to ensure a stable working relationship based on mutual trust, a clear delineation of roles, and the responsible use of public funds to support the competitiveness of the European Union. Under the current MFF proposal, this stable relationship is clearly eroding in favor of an arbitrary centralization of the Commission’s powers. This development makes the MFF itself suboptimal and less transparent. To return to Delors’ vision and address today’s competitiveness crisis, an honest assessment of the flaws of the Commission’s MFF proposal is required. This should be coupled with creative ideas to improve it while respecting sovereignty and the principle of subsidiarity.
